Hans Christian Andersen Airport(limited liability company) is a joint municipal cooperation between Odense and North Funen Municipalities and is regulated by § 60 law of the municipal governing.
A company regulated by § 60 law of the municipal governing, also called a § 60 company is founded by two or more municipalities to perform a municipal task. When the company is founded the competence of the municipal council is transferred to the company, but the company is still subject to state administration supervision.
The requirement of central government approval and supervision of the company should be viewed against the fact that the creation of a § 60 company takes exception to the law in defined management structure which characterizes municipalities management.
A § 60 company resembles a sort of "special municipality", ie. an independent municipal entity that has autonomy in the areas of the joint municipal cooperation comprises.
As a § 60 company Hans Christian Andersen Airport is subjected to the constitution of the government and follows many of the same rules as municipalities, such as the rules on public procurement and the principles of good administration.
